 The Casino Effort to Buy the New Mexico Legislature

Shortly after the end of the 1996 State Legislature, tribal gambling representatives decided that they were going to spend a massive amount of money to influence the legislative election in November of 1996. They had spent hundreds of thousands of dollars on gambling lobbyists and lawyers, and had spent millions of dollars on 93 Broken Treaty 94 and other ads, but had been defeated in the state House of Representatives. An omnibus gambling bill that had easily passed the Senate was literally shouted down on the floor of the House. Several other gambling expansion bills were killed in committees. The New Mexico Coalition Against Gambling, along with other business and civic organizations, had worked with allies in the legislature and had won over key swing legislators. The gambling industry 92s efforts during the session had run into a brick wall in the House of Representatives. They had spent nearly a quarter of a million dollars in campaign contributions to Governor Johnson, and he had paid off that debt by giving in to every request that the tribal casinos made. They made the decision to try the same strategy on the legislature.

The casinos spent hundreds of thousands of dollars on the primary election, having lobbyists and lawyers feel out the legislators for possible support, as well as promising to fund projects the legislators loved. During the general election they spent hundreds of thousands of dollars in campaign contributions, often backing loosers, but fairly often being the extra bit of money that helped get a candidate elected. They spent fairly heavily trying to defeat some of the most prominent anti-gambling legislators, (e.g. Max Coll, Mimi Steward, George Buffett, Jerry Sandel, and Jerry Alwin) but lost all of those contests.

A series of articles by reporter Tina Griego in the Albuquerque Tribune titled "New Mexico 92s Big Gamble" gives a fascinating spider 92s eye view of the battle in the 1997 legislature for the gambling bills. It is written from the perspective of someone sitting in the pit with the casino lawyers and leaders while they plan out their tactics, and contains some pretty candid views of panic, duplicity and deceit. One of the most useful parts of the series is a page that lists every state legislator, which party they belonged to, how much they received from the casinos in campaign contributions, and how they voted on the final gambling bill HB-399.
